New Energy Generation Create Happy Life in 12th Five Year

2014-02-09Views:2897

12th Five-Year Plan says that we should regard the significant reduction of energy consumption intensity and carbon dioxide emission intensity as a binding target, effectively control greenhouse gas emissions. Reasonably control total energy consumption, curb the excessive growth of high energy-consuming industries to improve energy efficiency. Adjust energy consumption structure and increase the proportion of non-fossil energy. Accelerate the development of new energy, promote efficient use of traditional energy sources. With ecological protection actively developing hydropower,  develop nuclear power on the basis of ensuring safety and efficiency

China's coal-based energy production and consumption structure is the main cause of environmental pollution. Even if we face greater international pressure to reduce emissions, but our country's environment still burden too much pressure. According to statistics, in 2006, the carbon dioxide emissions from energy sector accounted for 89% of the country's total carbon dioxide emissions; the only link in coal combustion, which produces sulfur dioxide, nitrogen oxides and dust emissions on the national total emissions accounted for approximately 90%, 67% and 70%.

In order to the development and utilization of non-fossil energy sources, including hydro, nuclear, wind, biomass and solar energy basically should be conversed into the power to be used effectively . Therefore, in the Twelve-Five period, to achieve the 11.4 percent is to continuously improve the proportion of new energy power generation capacity, and gradually reduce the proportion of coal-fired installed capacity, achieve the adjustment and optimization of the power structure.

It is suggested that to campaign global climate change, promote energy conservation, Chinese government promised to 2020 fossil fuels in primary energy consumption in the proportion of non-about is 15%. The goal is to break down into two five-year plan, Premier Wen Jiabao in his government work report this year proposed to "Twelve Five", the non-fossil fuels in primary energy consumption increases to 11.4%.

To be able to greatly achieve these objectives, on the one hand, government policies and market mechanisms form a concerted effort to effectively address the constraints of development issues of clean energy. Specifically, hydropower project strengthen the reserves and expedite the approval schedule to start construction as soon as possible, which ensure that capacity comes into effect as soon as possible, focusing on solving the hydropower development of immigration and environmental issues; nuclear power development should be at the reform of the investment system with focusing on strengthening safety supervision ability and talent team building, dedicated to master the core technology, establish and improve the standard certification system; wind power and solar power decrease electricity costs through continuous technological progress.

On the other hand, in order to ensure full utilization of clean energy, the state should specially formulate distribution plan of energy development and establish a electric power generation first, distributed generation second; community should re-recognize the role of large energy bases in economic development, adhering to combination of the external transmission and consumption, placing output of high-performance products Xas a supporting role in energy bases.

It should be noted, coal-dominated energy structure in China will and still exist for

long time, thus increasing the utilization of clean coal and minimizing the coal use in environment, ecology and human health should be as important as non-fossil energy consumption. Therefore, the state should set a reasonable goal of clean coal utilization, increase the support of technology research and development in clean coal; in the coal fields,  we should further improve the incentive and restraint mechanisms, continue to reduce the level of pollution emissions in coal units.
